But registering without any e-mail is sounding a bit strange as in case of issues you would have never again the chance to solve problems and would loose the created account complete. Solving those points would be more helpful if you get in touch directly with the people hosting libera.chat.

Not to demotivate for sure, but XMPP is for XMPP-clients and IRC is another protocol. Combining them sounds interesting for sure. But it also adds even more possible traps and attack-vectors with another service and applications in the middle in execution.
